Widen roads to reduce vehicle emissions? Really?

We often hear these claims, but very rarely are they backed up by evidence. Normally they’re just stated, like in the two examples above. I went looking for the evidence and this is what I found. The basic premise is that vehicles speeding up and slowing down produces more emissions than vehicles travelling at a constant speed (smoother traffic flow), that it will take each vehicle longer to travel through an area, therefore increased emissions. This argument is used to argue against speed bumps, traffic lights, lower speed limits and 20mph zones, and is used in favour of schemes to reduce congestion. ...

Sheffield Election May 2016_Firth Park Ward

How many of Sheffield's councillor candidates live in the ward in which they're standing?

If you’re one of the 21,000 people who live in Firth Park Ward, then in the May 2016 Sheffield Council election, 13 of the 14 candidates you could vote for lived outside your ward. However, in a different part of the city, 71% of East Ecclesfield’s candidates lived within the ward. Across Sheffield the picture is varied, of the 372 candidates in 28 wards, 36% lived in the ward in which they were standing, 64% did not. In this post I’m going to look at the candidates in the 2016 Sheffield Council election and try to explore some interesting information about the people who stand for election as local councillors. I’m not making any judgements about the results of this information, but I do think it’s interesting to see the disparity across different areas of the city and between the political parties. The data is from the ’ Sheffield City Council Statement of Persons Nominated May 2016’, the maps were created using QGIS, maps for all wards are at the bottom of this post and in this Google Drive folder, I hope to make the source data available online soon.

Sheffield City Council has a consultation open at the moment about giving fines to people who leave vehicle engines running when not driving (idling). A traffic count on Tonbridge High Street, 13,600 vehicles per day

I did a quick traffic count on Tonbridge High Street a few days ago. It showed that at about 17:00, there are about 1,360 motor vehicles per hour using the road. Using the rule of thumb, 10x hourly peak traffic = day traffic, that gives 13,600 motor vehicles a day using Tonbridge High Street. Putting this into perspective for cycling, London Cycle Design Standards give a critical failure to any street where total volume of motor traffic is > 1,000 vehicles/hour at peak and cyclists are not separated. Green is <200 vehicles per hour at peak. The Welsh Active Travel Guidance gives a critical failure to any street where total volume of traffic is > 10,000 vehicles per day, and cyclists are not separated. Green, is 2,500 vehicles per day. The UK LTN2/08 says that for > 10,000 vehicles per day, cycle lanes or tracks are required. So, Tonbridge High Street is not a place where many people would find it comfortable to cycle. ...

Institution of Civil Engineers - State of the Nation: Infrastructure 2014 - Active Travel

Today the Institution of Civil Engineers has released their State of the Nation: Infrastructure 2014 report and it calls on the UK government to embrace cycling as a mainstream travel choice. It is well worth reading the section on Local Transport Networks, it makes rather depressing reading. Well done ICE for highlighting and supporting these issues. Both walking and cycling have an important role in shorter trips for joining up public transport journeys, alongside associated health and well-being benefits. Traditionally most of the benefits of transport infrastructure projects have been associated with reductions in travel time; however, studies suggest that active travel should be considered as a positive aspect in infrastructure appraisals. Walking is often neglected in transport debates yet still accounts for around one-quarter of trips and is the second most common mode of commuting. Environments that are attractive to pedestrians are often also attractive places to live, work, shop and socialise. ICE would like to see walking promoted through better streetscape management, including wider, better-lit and better-maintained pavements and public realm. There should also be a reduction in unnecessary street furniture, traffic-calming and other measures to make existing environments more pedestrian-friendly. ...

I think everyone really enjoyed the opportunity to cycle safely with their families“ Riders were answering Cycle Sheffield’s rallying call to demonstrate their hunger to see Sheffield become a cycling city, where riding a bike is safe and accessible for everyone, and for Sheffield’s councillors to commit to making space for cycling. The day was full of personal stories. One lady said that she didn’t own a bike because she was too scared to ride on the road on her own, but had heard about the campaign and borrowed a bike especially to join in! One of the smallest riders wore a poignant placard saying ‘I want to cycle safely in Sheffield’. The Space for Cycling campaign calls for protected space for cyclists on main roads and through junctions, improved conditions on residential roads through reducing through motor traffic & ‘rat running’, safe segregated routes in the city centre & beyond, and for all Sheffield children to be able to cycle to school along safe routes. Mick Nott, Chair of Cycle Sheffield says “Our Big Ride may well be the biggest bike ride in Sheffield this year and it will certainly be the happiest! For 240 people to turn up and have a joyful time riding through our city together sends a message to councillors that cycling is something that many more people would do if they felt the roads were designed and built better and space and transport planning put the needs of vulnerable road users first.” “We received so much support from people on the streets and in cars and buses that it shows that cycling in Sheffield will be popular. This is our mandate to say that Sheffielders want Sheffield to be a cycling city NOW; so, Sheffield City Council just do it! The campaign goes on, so join us!"

Space for cycling logo and 6 demands

We need Space For Cycling

Going to the shops, taking the kids to school, visiting friends. These are things we all do regularly, but how about on a bike? There’s just no way I’d cycle in the city centre, and there’s no way I’d let my kids cycle there either. It’s Too dangerous. (Sandra, Leeds, Understanding walking and cycling) Our streets are dominated by cars and people are too afraid to travel by bike. People love riding bikes with their friends and family (just look at the success of Centre Parks), however most people are not happy mixing with motor traffic on our roads and fear for their safety. ...

Leigh Bramall's Standard Reply to Cycling Contacts

I’m just posting this here for the record! In Sheffield, including the implementation of new 20mph areas, we are spending over £1m in the coming year making improvements to our cycle infrastructure. We have set out a policy that will ultimately see all suitable residential areas have a 20 mph speed limit, and the Streets Ahead programme to bring all our pavements and roads up to a good standard will make the cycle offer easier, as well as offering the opportunity for further improvements to our cycling infrastructure. In addition, we are developing plans for a network of Green Routes that will provide off road cycling routes using our green spaces and parks to provide safe cycling paths along key corridors for commuting and leisure uses. ...

Labe (Guinea) to Mamou (Guinea)

It’s been a while since I’ve written a blog post, I survived the Guinea mountains and have now descended back to sea level and am in Sierra Leone. I left Labe back on 7th January and headed for a town called Pita. I really liked Labe, the place I stayed was nice and quiet, with good food, cold beers and little tweeting birds in the trees, but it was a little bit expensive, especially for Guinea. But they did have hot running water! Each room had a hot water tank fed by a home made boiler, copper piping inside an old oil drum filled with water, and heated by a big charcoal fire underneath. ...

Bissau (Guinea Bissau) to Labe (Guinea)

Leaving Bissau I grabbed a coffee and egg sandwich for breakfast. It was Christmas day and everything was quiet, but the street vendors were already set up for serving food. I was running short on local currency and had heard that there were ATMs that would accept international visa cards. The first two didnt work. One only took local cards, the other was out of service, but the third worked flawlessly. I felt really anxious about leaving Ziguinchor but I shouldn’t have been worried. Cycling south from Ziguinchor through The Cassamance region of Senegal. was great. Kaolack(Senegal) to Ziginchor(Senegal)

The past week has been a mixture of highs and lows. I’ve made good progress, got some important visas, but Gambia was hard because I encountered so much tourist hassle. The repair to my seat post survived the dirt roads south of Kaolack. The villages south of Kaolack on the way to Sokone seemed more traditional compared to those I’d passed previously. There was much less litter, more thatched huts/houses, less begging from children, although they still seemed to get very excited, shouting ’toubab! toubab!’ at me and waving wildly as I passed. ...

Thies to Kaolack - Bike trouble...

Senegal seems to have changed over the past few days. The countryside has become a lot more rural, with small villages full of thatch huts. The towns have been further apart, and people much less used to seeing visitors. I’m becoming acustommed to hearing people calling me ‘white man’, children pestering me for money, and even adults asking me for gifts or money if I stop for a rest or to buy something, or even as I cycle past. Its a strange feeling, I feel harassed by it, but I never feel in danger or that I’m not safe. ...

Irresponsible and dangerous workmanship on Sheffield tram track replacement

A few weeks ago I wrote a post about the dangers posed to cycling from tram tracks. I quoted from a Sheffield Council investigation into the safety of cycling around tram tracks. The report mentions the need for good quality road surfaces around tram lines. In most documents regarding on-street cycle lanes it is specifically recommended that maintenance of the surface should be of primary importance, as cyclists are particularly sensitive to the quality of a road surface. Whilst in practice this is rarely implemented due to financial constraints, throughout the tram route the road has been remade and the surface re-laid and so is generally in good condition and can be expected to remain so for a number of years to come. ...

We’re at the Sheffield on the Move forum - having a go at poor snow clearance on footpaths & cycleways. #sotm — cycleSheffield (@cycleSheffield) January 24, 2013 Argh! The police try to justify parking on mandatory contraflow lanes

I’ve just had a talking to by a police officer for taking photo’s of a police van parked in the contraflow cycle lane on Castle Street. He wasn’t too keen on me doing this, he said that I was very conspicuous and perhaps putting myself in danger, he understood that I was there because of the taxis. I was stood outside the police station, scoping out current behavior, not taking photos, there are still plenty of taxis parking illegally, I saw 4 in a 15 minute window, I started taking photos when the police van turned up. He said that the police have to park in this location to drop officers off at the station, I asked about their car park, he said that the vehicles could not fit because of low clearance. ...

Road Bottlenecks Parliament Discussion - Cycling as a solution?

The following is taken from a parliamentary question on 17th Jan 2013. My take on this is that there is huge investment in reducing bottlenecks on the road network, however none of this money is targeted towards behavior change to reduce the level of traffic. The LSTF is often hailed as the solution and the biggest investment for years in cycling, this may be true but is only part of the truth, many LSTF schemes only have a small cycling strand with many very loosely related local pet projects included (especially in South Yorkshire… watch this space!) ...

What is being done to reduce the number of cyclist injuries on the roads?

The following is taken from a written answer on 15th January 2013 in the House of Commons, source is here Stephen Hammond is a Conservative MP for Wimbledon and is Parliamentary Private Secretary to the Secretary of State for Communities and Local Government Rushanara Ali: To ask the Secretary of State for Transport what steps he is taking to reduce the number of cyclists seriously injured on roads. [136631] 15 Jan 2013 : Column 641W Stephen Hammond: The Government takes the safety of cyclists very seriously. In 2012 the Government announced a £15 million fund to improve safety for cyclists outside London, by tackling dangerous junctions. This was in addition to the £15 million fund awarded to Transport for London in March for the same purpose. Furthermore, part of the recently announced £20 million in cycle funding will go towards tackling dangerous junctions. ...

A commitment to cycle audits in Sheffield

In Sheffield we’ve seen a number of transport schemes that have not adequately taken cyclists requirements into account. The council conduct Road Safety Audits on most highway schemes but these do not have a specific section where cyclists needs are considered. Sheffield Council have committed in many places over the years to conducting cycle audits for highways projects however this has never been implemented and none have ever been done. The DFT have published guidance on how to integrate cycle audits into the normal RSA process (already in use in Sheffield), and I beleive Sheffield council should use this guidance. ...

The standard of brand new cycling infrastructure in Sheffield

Sheffield City Council has in the past given cyclists assurances that they will design new infrastructure for cycling in line with best advice. At a full council meeting on 4th April 2007 the following motion was passed. x) requiring the design of cycle routes and facilities to be in accordance with advice and recommendations contained within the Draft Local Transport Plan.

UK Investment In Local Sustainable Transport - The vision (or lack of!)

A few years ago the Department For Transport announced £600 million investment for the Local Sustainable Transport Fund, the LSTF. The biggest funding source for local transport authorities for Sustainable Transport is the LSTF, the fund was designed to pay for projects from 2011 to 2015, there are 96 projects across England. What did the Department for Transport hope to achieve with this? They set out their vision for ideas in this helpful illustration. The suggestions for cycle infrastructure don’t give me any confidence that the LSTF will have much of an impact on cycling.

How much does investment in cycling cost?

I’ve been reviewing a few documents from the South Yorkshire Integrated Transport Authority (which cover Sheffield) and was shocked at the cost of some of their cycling initiatives. I’ve collated most of the examples I could find from the LSTF funding bid from 2011, most of these schemes will be constructed/run in the next 2/3 years. All of these figures come from the LSTF Bid documents which are available here but they’re pretty tough to read! Annex 01 has maps/descriptions and Annex 02 has detailed costings.

Cycle Training – The best solution for bad infrastructure

Paul Blomfield, a local Sheffield MP, has recently written an article for the Yorkshire Post entitled “Tour fires starting gun for a cycling revolution”, a reference to the news that the Tour De France will be vising Yorkshire in 2014 for the Grand Depart. This is excellent news and seems to have been well received, I’m really hopeful that the tour coming back to England, along with all the recent positive (and negative) press cycling has been getting will help to increase the number of people using bicycles. Paul says that cycling has seen huge growth in Sheffield over the past decade and that a long term aim should be that cycling should be considered for all new road schemes, a view that I strongly support and have previously stated here. Unfortunately it seems that some new schemes in Sheffield still include dangerous cycle facilities. Sheffield City Council needs to do more to protect the existing cycle infrastructure from abuse, even from the organisations we expect to be protecting it. The real crux of Paul’s article is that the government should start investing in cycle training schemes. He states that cycle training helps cyclists to be safe and confident on the roads, that cyclists don’t need to stick to the edge of the road and that using the road in a confident and assertive manner will help to keep you safe.

Why did the policeman cross the road? Because he parked his van in the cycle lane opposite the station

South Yorkshire Police I’ve blogged about Castle Street cycle lane before here: /the-ongoing-saga-of-sheffields-castle-street-cycle-lane/ Today I headed down to try and film some taxis blocking the cycle lane, but I came across another set of vehicles using it… The police have given us assurances that they know it is dangerous to park in this lane, that it causes traffic problems, that they will move vehicles on when they see them there, but I don’t think they are sincere. ...

Sheffield - Time for a transport revolution

Census figures released yesterday show that 1 in every 3 households in Sheffield do not have access to a car. You’d never think that looking at the design of Sheffield, everything is catered to the car. Lets shake things up and invest in some real cycling infrastructure for the 3rd of households in Sheffield who do not have access to a car. Sheffield: Number of Households: 229,928 No cars or vans in household: 75,968 (33.0%) ...

Lord Taverne - Two wheels good four wheels bad

Lord Taverne: My Lords, does the Minister accept that the bicycle is the most efficient machine ever invented for converting energy into motion and that the bicycle could be accurately described as a green car that can run on tap water and tea cakes and has a built-in gym? Does he therefore agree that it makes sense to base policy for private urban transport on the motto, “Two wheels good; four wheels bad”? ...

Modern Sheffield Junction Design. Safety? What's that then?

I couple of months ago I highlighted the dangers to cyclists of a new junction in Sheffield City Centre at Furnival Gate/Pinstone Street. The problem is clear for everyone to see, there isn’t enough room to use both the cycle and road lane with the result that cyclists next to vehicles are dangerously squeezed out. http://www.youtube.com/watch?v=CzQpMB3AtUc Warning! This story is long and winding and may induce a feeling of disillusionment and hopelessness. Take a deep breath and prepare yourself before reading, we’re entering the mysterious world of local council highway design!

The ongoing saga of Sheffield's Castle Street cycle lane

Castle Street cycle lane is a contraflow cycle lane on a one way street in Sheffield. It has been here since March 1997 and allows cyclists enter the city centre from the network of cycle paths on the East, avoiding some big arterial routes with no cycling provision. For the past 15 years this cycle lane has been plagued by Hackney Carriage drivers parking illegally on this cycle lane, blocking cyclists access and forcing them into oncoming traffic. This has been the case for over a decade. There is a taxi rank on the pavement side of the cycle lane, taxis often fill up this rank and overflow, parking in the cycle lane, blocking the way for cyclists.

Castle Street Sheffield - Cycle Lane Parking - Google and Bings Perspective

There is a cycle lane in Sheffield on Castle Street that provides access to the city centre for cyclists who wish to avoid the arterial routes that still dominate the area. This cycle lane is a contraflow lane, it is clearly marked and has a solid white line to separate it from the oncoming carriageway. There is a nearby taxi rank and for many years taxis have been using the cycle lane as an extension to the taxi rank forcing cyclists using it into the oncoming carriageway. Any cyclist who asks them to move, or takes photo’s as evidence, is met with angry taxi drivers. ...

Cyclists terrorising pedestrians - a review of the data

All data and sources for the post are available here: Google Spreadsheet This morning I saw an article on the Daily Mail website Another story about a pedestrian being injured by a cyclist breaking the law. You hear the same story repeated over and over, cyclists are dangerous, a menace on our roads, terrorising pedestrians. A lot of people are talking about the danger posed to pedestrians by cyclists but facts and figures are often missing. I suspect that this issue is being discussed by the public and media because of the increased use of non-segregated cycle facilities that permit cyclists to use the same pavement as pedestrians. These put cyclists and pedestrians in close proximity which will lead to more conflict.
